DR Congo opposition candidate Fayulu says results 'not negotiable'

"We have also noted that this results have been contested by a part of the opposition", said spokeswoman Maja Kocijancic.

But Mr. Fayulu has claimed the outcome is a fraud and an "electoral coup" and he appears to have the backing of France, a key regional player.

The South African government has tweeted a photo of Mr. Ramaphosa's meeting with President Lungu.

Supporters of Fayulu, who had a healthy pre-election poll lead, have voiced suspicions that Kabila may be looking to negotiate a power-sharing agreement with Tshisekedi if Shadary loses.

Democratic Republic of Congo's presidential election victor Felix Tshisekedi on Thursday (January 10) paid his respects to outgoing President Joseph Kabila, whom he described as a "partner in democratic change".

The mineral-rich country has never had a peaceful transition of power since it gained independence from Belgium in 1960. SYMOCEL, a group of Congolese civil society organizations which deployed 20,000 election observers, said in a report on Tuesday there had been major irregularities at the results-compilation centers, with numerous cases registered in Shadary's home province of Maniema.

Some Congolese tired of Kabila's 18-year rule, two turbulent years of election delays and years of conflict that killed millions of people said they simply wanted peace.

It was not immediately clear whether Fayulu would challenge the election results in court.

Scores of people in the capital, Kinshasa, danced after the election results were announced long after midnight, but observers waited to see how other Congolese would respond.

Shadary was competing against two main opposition candidates, businessman Martin Fayulu and Felix Tshisekedi, the president of Congo's largest opposition party.

After the 30 December vote, internet and text-messaging services were shut down nationwide in a move that the government said was necessary to guard against the spread of unofficial results. He said the delay is to "fudge the results" and warned that his coalition would release its own figures if the official ones are in doubt.

Attention now turns to Congo's powerful Catholic church and whether it will dispute the official results. As the electoral commission met this week, anti-riot police moved into place outside.

The influential Catholic Church notably said the result "does not correspond" with the data collected from polling stations and counting centres by its 40,000 election monitors, although it did not identify the person who it believes has won. The diplomats spoke on condition of anonymity because they were not authorized to speak to the press.

Repeated delays in holding the election sparked deadly violence in the vast and poor nation, but Tshisekedi struck a conciliatory tone after his victory, urging the public to view long-term leader Joseph Kabila as a "partner of democratic change". "In 2018 victory won't be stolen from Martin Fayulu". He is known as the "people's soldier" for leading protests against President Kabila.

Fayulu has led anti-government demonstrations. Barred by the constitution from seeking a third term, Kabila handpicked Shadary, a loyalist former interior minister, to run for the ruling Common Front for Congo coalition, fueling suspicions the current head of state meant to retain considerable influence over his preferred successor.

Mr Kabila took office in 2001 ten days after his father, Laurent-Desire, was assassinated by one of his bodyguards.

The electoral commission was meant to publish results last Sunday but said it needed more time.
