U.S. fails to win UN condemnation of Hamas militants in Gaza

Israeli Prime Minister Benjamin Netanyahu on Friday hailed majority backing in the UN General Assembly for condemning militant group Hamas even though a draft resolution failed to win enough votes to pass. She is resigning effective at the end of the year and has made the fight against criticism of Israel in the world body a signature feature of her tenure.

In an official statement, Hamas thanked United Nations member states "that stood by our people's resistance and the justice of their cause" and attacked Haley who it said "is known for her extremism and her positions that support the Zionist terrorism in Palestine".

"The resolution proposed by the United States would right a historic wrong", Haley told the assembly ahead of the vote.

"Palestinian unity against this resolution stresses that the real struggle is with the Israeli occupation and its allies, not against the Palestinian factions, whoever they are", insisted the deputy leader of Fatah, Mahmoud Al-Aloul.

In negotiations with the Europeans, the United States agreed to add a mention of "relevant U.N. resolutions" in its draft, but without specifying which ones.

Hamas, which won the last Palestinian legislative elections in 2006, says it's the legitimate representative of the Palestinian people and is engaged in resistance against the Israeli occupation.

Israel says it has no choice but to enforce its blockade to defend itself against Hamas, which calls for Israel's destruction and has used Gaza as a base for missile attacks. "That is something we should all think deeply about", she said, noting that the resolution was not a judgment one way or another on the peace process but "a foundational element of peace - that foundation is the rejection of terrorism, because we all know there can be no peace without a mutual agreement that terrorism is unacceptable".

The rival resolutions reflect the deep divisions among the 193 United Nations member states over the decades-old Israeli-Palestinian conflict - and the failure to end it.

The UN General Assembly blocked a US-sponsored draft resolution to condemn Hamas for firing rockets into Israel and "inciting violence".

For the first time ever, an overwhelming plurality voted to condemn Hamas for its ongoing war of terror against Israel.

Both Greenblatt and Haley have stepped up their criticism of Hamas, which has ruled Gaza since 2007.

Israel's UN Ambassador Danny Danon said the countries that rejected the draft resolution should be ashamed.

It would've been nice for Haley to finish her successful tenure at the United Nations with a crowning achievement - and she did come close.

An Irish resolution, meanwhile, entitled "Comprehensive, Just, and Lasting Peace in the Middle East", easily passed with 156 votes in favor to six against with 12 abstentions.

"The United States takes the outcome of this vote very seriously", wrote Haley, who repeatedly has said the administration will "take names" of any countries voting against USA foreign policy. He faced a renewed challenge on that front again Thursday as he allowed $15 million in cash from Qatar into Gaza to pay Hamas salaries. "My goal there was to first get quiet and then see if we can have a longer-term arrangement".
