Twelve Russian intelligence officers were charged on Friday with hacking Hillary Clinton's 2016 presidential campaign and the Democratic Party in a stunning indictment just three days before President Donald Trump meets with Russia's Vladimir Putin. "Glad-handing with Vladimir Putin on the heels of these indictments would be an insult to our democracy", Chuck Schumer, Senate Minority Leader, said.

North Atlantic Treaty Organisation leaders held an unplanned emergency meeting at a Brussels summit Thursday after Trump told allies to immediately increase their defense spending, diplomatic sources said.

"President Trump should cancel his meeting with Vladimir Putin until Russian Federation takes demonstrable and transparent steps to prove that they won't interfere in future elections", Schumer added.

On Trump's meeting, McCain - who has previously admonished Trump for speaking highly of Putin - said Trump should exhibit loyalty to the country he calls home, rather than to the Russians.

President Donald Trump said Thursday the U.S.is now "very, very happy" because North Atlantic Treaty Organisation allies have pledged to increase defense spending to levels "never seen before".

Mr Trump said that once all North Atlantic Treaty Organisation nations were up to 2% of GDP on defence spending "we will talk about going higher", adding that he thought 4% was the "right number".

"It is time for this President to stand up for America".

"If we can do something to substantially reduce them, I mean, ideally get rid of them, maybe that's a dream, but certainly it's a subject that I'll be bringing up with him", Trump said of his upcoming meeting with Putin.

The White House said the release of the charges would not affect the summit. Referring to a TV courtroom drama aired in the 1950s and 1960s that often featured a dramatic, last-minute confession, he added, "There won't be a Perry Mason here, I don't think, but you never know what happens, right?"

Senate Minority Leader Chuck Schumer, meanwhile, issued a statement saying the meeting should not go ahead until "Russia takes demonstrable and transparent steps to prove that they won't interfere in future elections".

During the North Atlantic Treaty Organisation summit earlier this week, Trump was critical of Germany and other members of the alliance for "making Russia richer" by buying Russian oil and gas.

On both matters, Republican senators said they agreed with Trump's message.

For its part, Russian Federation said it was looking forward to the meeting.

Freeland says she has discussed the issue with Ukraine, which opposes the pipeline because of the leverage it would give Russian Federation over European countries.

After a press conference with British Prime Minister Theresa May on Friday, Mr. Trump said he would address election meddling with Putin. "Anything you do, it's always going to be, 'Oh, Russia, he loves Russia"'.
