Trump Administration Preparing Bill Allowing US to Circumvent WTO Rules

The Trump Team Has Reportedly Been Drafting Something Called The ‘FART Act

Legislative Affairs Director Marc Short earlier this year said that the bill was "dead on arrival" and would not receive support from Capitol Hill.

'WTO has its flaws, but the 'United States Fair and Reciprocal Tariff Act, ' aka the U.S. FART Act, stinks.

"Imposing tariffs will increase costs for consumers, lessen consumer choice, lower consumer demand, reduce vehicle and light truck production and sales, lower investment levels, and lead to job losses in the US auto sector", Matt Blunt, president of the American Automotive Policy Council, said in a statement.

Former U.S. International Trade Commission Economist Peter Morici on President Trump's concerns about the WTO, Europe's migrant crisis and the state of the U.S. economy. The result is the FART bill, and critics worry it would give the president overreaching authority while fouling up US relations with the World Trade Organization and other countries.

Axios quoted a source familiar with the bill as saying the bill was "insane" and Congress would never consent to it. Trump was briefed on the draft in late May, Axios said, and most officials thought it was unrealistic or unworkable, apart from Trump's trade adviser Peter Navarro.

The report comes just a few days after Trump reportedly told several government officials that he wished to withdraw the United States from the regulatory organization.

A White House spokeswoman told Axios that the bill was only a draft.

"And we're not planning anything now, but if they don't treat us properly we will be doing something", he said.

The difference with Trump's strategy is that "the motivations behind his tariffs are something new" that breaks with the diplomatic tradition or "the rules of the game" created under the U.S.'s own signature.

The drafted bill, "essentially provides Trump a license to raise US tariffs at will, without congressional consent", according to the Axios website.

The proposal would likely face significant headwinds in Congress, including from Trump's own party, which has embraced free trade agreements and bristled at the administration's tariffs on key United States trading partners.

Moscow considers that the 25 percent tariffs on the entry of steel to North American soil and 10 on aluminum in no way are in accordance with WTO agreements on commercial tariffs, signed in 1994.
