Trump personally ordered the bill be drafted, according to the report.

While the bill is still in draft format, it highlights the extremes Trump is willing to take in dealing with what the President considers an unfair trade balance between the United States and the rest of the world.

After Axios obtained a draft of a Trump administration plan to ignore tariff rules imposed by the World Trade Organization, Twitter uses noticed something interesting with the proposed bill's shorthand name.

Trump, speaking to reporters during a meeting with Dutch Prime Minister Mark Rutte at the White House, said, "The WTO has treated the United States very, very badly and I hope they change their ways".

'WTO has its flaws, but the 'United States Fair and Reciprocal Tariff Act, ' aka the U.S. FART Act, stinks.

The White House told Axios the draft bill was not "actual legislation that the administration was preparing to rollout." .

Major U.S. trading partners including the European Union, China and Japan voiced deep concern at the World Trade Organization (WTO) on Tuesday about possible U.S. measures imposing additional duties on imported autos and parts. American consumers pay for tariffs.

It would also allow "reciprocal tariffs", so Mr Trump could impose United States tariffs on particular goods equal to the tariff charged on United States exports of those goods by another country. "And we're not planning anything now, but if they don't treat us properly, we'll be doing something", Trump said, without elaborating.

"It is no secret that POTUS has had frustrations with the unfair imbalance of tariffs that put the U.S. at a disadvantage", she told Axios. But many diplomats say quitting the WTO would not be in the US interest, and the WTO has said it has never had any indication of Trump intending to leave.

USA officials in Geneva, home of the WTO, did not immediately respond to a request for comment on Monday.

Trump also said U.S. officials would meet soon with European counterparts to discuss a spate over trade tariffs, saying the European Union wanted to "work something out".
